From November 1st 2013 until April 27th 2014 the City of Oslo demands a fee for the use of studded tyres on passenger cars and heavy vehicles.
The aim of this arrangement is to improve the air quality in the capital. Studded tyres tear up the asphalt and generate airborne particles. These particles cause major health problems for many inhabitants, especially those who have allergies or asthma.
The City of Oslo has also previously had a periode with a studded tyre fee. The air quality in the city improved drastically due to increased use of studless tyres. When a certain percentage of studless tyres was reached, the fee was decided to be stopped. The following years, the percentage of people driving without studs declined, and at the same time the air quality requirements became stricter. The studded tyre fee was therefore reintroduced in 2004.
The idea of the fee is obviously to encourage as many people as possible to drive cars without studded tyres so that the air quality will meet the new requirements.

You can choose between a daily, monthly or seasonal sticker. For regular passenger
cars, the prices will be NOK 30, 400 and 1 200 respectively. For vehicles weighing
more than 3.5 tonnes, those prices will be doubled.

If your car has a Swedish registration number you send an SMS as described above with the Swedish vehicle registration number. If you have a Swedish mobile subscription you must send the SMS to phone number 72777.
If your car has a Danish registration number you send an SMS as described above with the Danish vehicle registration number. If you have a Danish mobile subscription you must send the SMS to phone number 1230.
The sticker is valid for 24 hours after ordering.
Note: We strongly point out that you shall not write "AUTOMOBILE REGISTRATION NO" in the SMS- message. This text must be replaced by your actual registration number, witch is different for all cars (for instance CE12345)!
Remember to have the car's registration number at hand. The registration number must be written without any spaces between the digits.
You can also buy a sticker for a future date. In that case, write the date after the automobile registration number (ddmm). For example, if the date is December 9, you write: pigg oslo CE12345 0912 or pigg tung oslo CE12345 0912
Ordering by telephone is possible for Norwegian and Danish cars, but the order can only be done from a Norwegian telephone number.

Remember to have the car's registration number at hand as the figures in the registration number must be written. The registration number must be written without any spaces between the digits.
When ordering by SMS or telephone you will not receive a physical sticker for your car. The payment will be registered in a database that is available to those who enforce the scheme (the Traffic Authority, the Public Roads Administration and the Police).
If you are caught using a car with studded tyres in Oslo without having paid the fee, you will be fined a penalty charge of NOK 750.
You are allowed to have a car with studded tyres parked in the streets of Oslo without buying a sticker, but once you use it, you are required to have a sticker visible.
