The city of Oslo is committed to ensuring digital accessibility for all. We are continually improving the user experience for everyone, and apply the relevant accessibility standards.

Measures to support accessibility

To ensure accessibility at, we:

  • include accessibility throughout our internal policies.
  • integrate accessibility into our procurement practices.
  • assign clear accessibility targets and responsibilities.
  • employ formal accessibility quality assurance methods.
  • include people with disabilities in our user testing.

Conformance status

The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA. is partially conformant with WCAG 2.1 level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard.

We cannot ensure the quality of all content types

  • Word and PDF documents have some issues with images and titles: we monitor user comments and repair issues as soon as possible.
  • Maps
  • Forms. doesn’t warrant the the accessibility of 3d party applications, for example kindergarten, Forms and applications.


  • Explorer is incompatible with some of our web content and functionality.
