UPPER
UPPER is about unleashing the potential for public transportation in Europe and involves measures to improve public transportation across European cities.
UPPER aims to create innovative solutions that enhance the quality and usage of public transportation. Through international collaboration and knowledge sharing, the project brings together 41 partners from 10 European cities. UPPER’s mission is to elevate public transport as the cornerstone of sustainable and forward-thinking urban mobility. The initiative will implement a range of strategies designed to reduce dependence on private cars while drawing more people towards public transport in cities across Europe.
Why:
Public transportation plays a pivotal role in sustainable urban mobility. It is vital to ensure its high quality and usability to reduce private car usage and create greener, more efficient cities. By improving public transport, the UPPER project contributes directly to achieving climate goals and reducing traffic in Oslo, aligning with the city’s broader climate targets.
Oslo’s role:
In Oslo, three local partners – Ruter, The Norwegian Public Roads Administration (NPRA), and the City of Oslo – are leading the way by implementing seven distinct measures across the city. Although these initiatives vary in scope and focus, they are united by a common goal: increasing public transport usage and improving overall user satisfaction in Oslo.
Measures in Oslo include:
- Create consistent Visual Identity for PT and Mobility Hubs
- Reduce dependency on car ownership by creating cooperation models between the public transport authority, landowners and mobility service operators.
- Adapt segmented demand responsive transport (DRT) Solutions to a broader group
- Develop a scalable backend system for combined mobility offers for residents.
- Adapt segmented demand responsive transport (DRT) Solutions to a broader group
- Test an inclusive shared micromobility scheme to provide more user groups with greater freedom of movement.
- Shift DRT-reservations from pre-booking to on-demand as a means to increase capacity.
- Enhance traffic safety by implementing in certain corridors a V2X (vehicle to surroundings) smart speed bump system (Actibump).
- Improve use and accessibility of PT by facilitating for co-existence of bus, taxi and goods delivery services in a common area.
