There are 837 (as of 2009) city, private, and state run nursery schools in Oslo that are used by more than 30,000 children.
The 15 City Districts administer the nursery school accommodations in the City of Oslo. Some city Districts also have children’s parks. Certain nursery schools offer only accommodation for students, employees of certain companies or hospitals.

Overview of nursery schools in the City of Oslo
You should first check in your City District to see a listing of nursery schools available there. Each City District also has listed the nursery schools on a map.
You can apply to up to seven nursery schools in all of Oslo. If at all possible you will be assigned space in one of the nursery schools you requested.
When the space assignments are first released, you may accept and still continue to be on the list for your first choice.
Children who are disabled or sick, children with siblings in the same nursery school, and children of single parents who are in school/university, may receive priority in getting nursery school accommodation.
Cost
The cost for attending nursery school in the City of Oslo is as follows:

These rates reflect full time accomodation in City nursery schools, a stay of 41 hours or more per week.
The Application process
The entry application deadline is March 1st for nursery schools with space available in August. It is also possible to apply for nursery school space throughout the year.
The application itself is in electronic format and may be submitted via the internet sites of the City of Oslo. The application is in Norwegian.
In order to apply for nursery school space you will need a PIN code from Altinn/MinID. This may be ordered on the internet by everyone who has a Norwegian personal identification number.
What it you don’t have a Norwegian personal identification number?
If you don’t have a Norwegian personal identification number, you must use a paper application. This paper application must be sent to the City District where the child lives.

When you have submitted the application, you can see status of application consideration here. It is also possible to change your own application by logging in with Altinn on the form entry portal, and click on the reference number of the submitted application.
Altinn/MinID
PIN codes from Altinn/MinID are necessary in order to verify your signature when you fill out the electronic application.
Ordering of PIN codes must be done in plenty of time prior to filling out and submitting the application.
Everyone who has a Norwegian personal identification number should have received a code letter from the Norwegian Tax Administration containing PIN codes from Altinn.
If you don’t have this code letter, you can ask to have new PIN codes sent to you.
If you are a registered user at Altinn/MinID, it is possible to use a password and a one-time code to SMS (text message), as an alternative to PIN codes from a code letter.
